Wellard burglaries in a growing suburb

Wellard has been adding people quickly, and its burglary count has gone the other way. WA Police counted 115 burglaries in 2021 and 70 in 2025, a fall of 39.1% over five years. The 2025 figure was also lower than the 88 recorded in 2024, and well short of the 139 in 2017.

The 2025 rate is 5.0 per 1,000 residents, against 4.0 for metropolitan Perth. That rate is worked out from the 14,127 people counted at the 2021 Census. The suburb's population is estimated to have grown by 27.5% since then, so the 5.0 figure probably overstates the real rate. As with every suburb, the count covers homes and businesses together.

Shutters do not change those numbers. What a closed shutter gives a household is a physical barrier on windows and doors, and that makes forced entry slower and noisier.

Wellard's residents are young. Only 4.9% were aged 65 or over at the 2021 Census, far below the Greater Perth figure of 15.8%. Mining employed 7.0% of working residents, slightly above the Greater Perth figure of 6.6%. The census does not record fly-in fly-out work, so the mining share is a proxy, not a count of FIFO households.

Shutters and blinds for Wellard houses

Nearly every Wellard home is a separate house: 95.2% of occupied dwellings at the 2021 Census, against 77.8% for Greater Perth. Townhouses and semi-detached homes made up 2.5% and flats 2.3%. Home ownership stood at 72.8%, above the Greater Perth figure of 70.4%, though only 9.0% of homes were owned outright.

For houses like these, residential roller shutters on the bedrooms are the usual first order, with a wider shutter for the sliding or stacking door to the alfresco. Wellard has a lot of mapped bushfire land: 80.7% of the suburb is designated bush fire prone on the state map that took effect on 13 December 2025. Building and Energy's retrofit advice for existing homes is to protect windows with metal screens or bushfire shutters, and Ozroll states its roller shutters have been tested by the CSIRO against BAL-29 and BAL-40 standards. If your block has had a bushfire attack level assessment, keep it handy for the measure.

Several busy routes cross the suburb: the Kwinana Freeway, Mortimer Road, the Mandurah Line and a freight railway. If a bedroom faces one of them, point it out when we visit.

Kwinana planning rules that touch Wellard

In the City of Kwinana, as across WA, a single house can take new works without development approval when the R-Codes apply, the works meet the deemed-to-comply provisions and the home is not heritage protected. The City's planning page notes that development on residential zoned land that complies with the Residential Design Codes is often exempt from planning approval.

Bushfire adds a wrinkle. The state exemptions do not apply on bushfire prone land where a bushfire attack level of BAL-40 or BAL-FZ means approval is required. With so much of Wellard mapped, it pays to know your lot's rating and to check with the City if it is in either of those bands.

The City's Heritage List, which covers category A, B and C places, is the other exception. Seniors Card members can also claim the state Safety and Security Rebate, up to $400, towards window shutters.
