How far Parmelia burglaries have fallen
In 2017 WA Police recorded 141 burglaries in Parmelia. In 2025 they recorded 33, a fall of 76.6% between those two years.
The five year view tells the same story: 65 burglaries in 2021 and 33 in 2025, down 49.2%. Measured against residents, 2025 works out at 5.3 burglaries per 1,000 people. That is still above the metropolitan Perth rate of 4.0, by roughly a third, so there is a gap left to close. Each suburb's burglary count covers homes and businesses together.
A roller shutter does one job well here. It puts a physical barrier on windows and doors, which makes forced entry slower and noisier. It works best alongside the measures WA Police home security material lists, such as deadlocks on external doors, key locks on windows and sensor lighting.

Leaving Parmelia for work or holidays
At the 2021 Census, 5.8% of employed Parmelia residents worked in mining, compared with 6.6% across Greater Perth. Treat that only as a proxy for fly-in fly-out work, since the census does not record rosters. Residents aged 65 or over were 14.7% of the suburb, a little below the Greater Perth figure of 15.8%.
Before any trip, WA Police holiday advice is to make sure all doors and windows are locked, including those for pets, the garage and the shed, and to set timers for lights and electronics. Motorised shutters slot into that routine. You can lower the lot with one remote, check on them from your phone through a WiFi hub, and program opening and closing times so the house keeps a daily rhythm while you are gone.

Parmelia is almost all separate houses
Of Parmelia's 2,356 occupied dwellings at the 2021 Census, 94.1% were separate houses, well above the Greater Perth figure of 77.8%. Semi-detached homes and townhouses made up 4.5% and flats just 1.1%. Home ownership was 69.6%, close to the Greater Perth figure of 70.4%.
That makes residential roller shutters the natural fit for most homes. A common order is bedrooms first, then living room windows, then the large glass doors onto the patio. If you own one of the few townhouses in a strata scheme, read your strata by-laws before ordering, because anything visible from outside that does not match the building needs the strata company's written consent.

Bushfire land and the rail line in Parmelia
On the state's bush fire prone map, which came into effect on 13 December 2025, 54.5% of Parmelia's land is designated. Building and Energy's guidance on retrofitting an existing home includes protecting windows with metal screens or bushfire shutters. Ozroll states that its roller shutters have been tested by the CSIRO against BAL-29 and BAL-40 standards, and adds that the details of each application still need to be considered for compliance.

Planning exemptions for Parmelia under the City of Kwinana
For a single house, the state's deemed provisions remove the need for development approval if the R-Codes apply to the work, the work satisfies the R-Codes deemed-to-comply provisions, and the house is not a heritage protected place. Miss any one of those and the exemption is gone. The City of Kwinana notes that development on residential zoned land which complies with the Residential Design Codes is often exempt from planning approval.
A heritage protected place includes anything on a local heritage list. The City of Kwinana's Heritage List holds its category A, B and C places, so check whether your address is on it.
Shop owners face a different test. For new construction in the City's town centre, commercial and industrial zones, its Local Planning Policy 8 says roller shutters should be used as sparingly as possible and be visually permeable, and its checklist asks that shopfront shutters let people see through to the street.
For older residents, the WA Seniors Card Safety and Security Rebate, which the City of Kwinana's seniors page also describes, covers security window screens or window shutters up to $400.
