Singleton had 4,021 residents at the 2021 Census, and with a population that size the burglary numbers are small. WA Police recorded 36 burglaries in the suburb in 2021, 26 in 2024 and 11 in 2025. Across 2021 to 2025 the average was 19.6 a year.
Counts this low jump around, and they are too small to read a trend from, so it would be wrong to call the drop to 11 a pattern. For 2025 the rate was 2.7 per 1,000 residents, below the metropolitan Perth rate of 4.0. A few burglaries either way would move that rate noticeably. What does hold steady is how a shutter works. Down, it is a physical barrier on windows and doors, and it makes forced entry slower and noisier.

Two census figures are worth knowing. In 2021, 9.4% of employed Singleton residents worked in mining, compared with 6.6% for Greater Perth. The census does not record fly-in fly-out work, so that share is a proxy only. Residents aged 65 and over were 9.9%, below the Greater Perth figure of 15.8%.

Building and Energy's retrofit advice for existing homes is to protect windows with metal screens or bushfire shutters, and Ozroll states its roller shutters have been tested by the CSIRO against BAL-29 and BAL-40 standards.

Singleton homes and the planning exemption
Singleton is in the City of Rockingham, whose development applications page says a single house, including patio additions, does not need development approval on residential zoned land. The state rule behind that has three conditions: the R-Codes apply, the work meets the deemed-to-comply provisions, and the home is not heritage protected.
Two cases need more thought. On bushfire prone land, the exemptions do not apply where the bushfire rules require approval at BAL-40 or BAL-FZ, so check your block's assessment first. And if a shutter or external blind is meant to act as a privacy screen under the R-Codes, the deemed-to-comply standard asks for screening at least 1.6m high, at least 75 per cent obscure, permanently fixed and made of durable material.
