Reading the Silver Sands figures with care

Under the state regulations, a single house can have them fitted without development approval when the R-Codes apply to the work, it complies with their deemed-to-comply provisions, and the place is not heritage protected.
A building permit is a separate question. The Building Regulations do not name roller shutters or outdoor blinds in their list of permit-exempt work, so whether a permit is needed depends on the job, for instance whether it affects the structure. Raise it at the measure if your plans involve structural changes.
