Roller shutters and outdoor blinds in Mandurah

Burglaries in Mandurah have more than halved in five years. WA Police counted 333 in 2021 and 147 in 2025, a fall of 55.9%, and the 2025 count is also well under the 313 recorded in 2017. The figure combines homes and businesses.

The rate remains well above the metro figure. Against the 2021 Census population of 8,804, the 2025 count works out at 16.7 per 1,000 residents, about four times the metropolitan Perth rate of 4.0.

Shutters cannot change a suburb's numbers. On a single home or shopfront, a roller shutter is a physical barrier on windows and doors that makes forced entry slower and noisier, and it belongs alongside locks, lighting and an alarm.

Mandurah's housing is mixed. Of 4,110 occupied dwellings at the 2021 Census, 46.1% were separate houses, 37.3% semi-detached, row, terrace or townhouses and 14.1% flats or apartments. Home ownership was 43.4%, well below 70.4% for Greater Perth.

That makes strata the first question on many jobs. WA's default by-laws require the strata company's written consent for anything visible from outside the lot that is not in keeping with the rest of the building, and that consent is in addition to any development or building approval. Separate houses can go straight to residential roller shutters.

Outdoor blinds deserve as much thought as shutters here. Balconies, courtyards and alfrescos suit Ziptrak, Slidetrack or cafe blinds, and motorised outdoor blinds can take sun and wind sensors that adjust to changing weather. About 22% of the suburb's land is commercial or industrial. Shops and business premises can take commercial roller shutters, and the city centre plan below has a design rule for security screens and grills.

The Mandurah Strategic Centre Precinct Structure Plan, approved by the WAPC on 20 January 2025, covers the Mandurah city centre, and three parts of it matter here. Where security screens and grills are provided, they are to be designed to be integral to the architecture of the development so a high quality streetscape is kept. The plan identifies a Heritage Precinct within Plan 2. A Heritage Impact Statement is to be prepared for any development on a designated Heritage site, except minor development.

Outside those settings, a single house follows the state rules: no development approval for works such as shutters where the R-Codes apply, the work is deemed-to-comply and the place is not heritage protected. A place on a heritage list or within a heritage area counts as heritage protected, so check before ordering.

With 29.1% of residents aged 65 or over, the WA Seniors Card Safety and Security Rebate suits many Mandurah households. It lists security window screens or window shutters as eligible items, and members can claim up to $400, once per household.
