Scarborough burglaries: a long fall from 2017
In 2017 WA Police recorded 152 burglaries in Scarborough. The count was 72 by 2021 and 52 in 2024, and in 2025 it fell to 29. That is 59.7% below 2021 and 80.9% below 2017.
Spread across 17,605 residents, 29 burglaries give a rate of 1.6 per 1,000, well under half the metropolitan rate of 4.0. Police publish one combined number per suburb, so homes and businesses are both in it.
None of that makes glass any stronger. A roller shutter adds a physical barrier over windows and doors, including ground floor sliders that open onto a courtyard, and it makes forced entry slower and noisier.

Strata consent first, then council, in Scarborough
With close to two thirds of homes in townhouses or flats, strata rules come first in Scarborough. The default conduct by-law says an owner must not keep anything visible from outside the lot that is not in keeping with the rest of the building without the strata company's written consent. Where the work alters the structure of the lot, the by-laws also ask for 14 days' written notice to the strata company.
Strata approval does not replace council approval; Landgate notes it is in addition to any development and building approvals. Scarborough is in the City of Stirling. A separate house is exempt from development approval when the R-Codes apply, the shutters are deemed-to-comply, and the place is not heritage protected.
