Roller shutters City Beach

In 2025 WA Police recorded 16 burglaries in City Beach. With 6,805 residents at the 2021 Census, the rate comes to 2.4 per 1,000, well below the metro rate of 4.0. As with every suburb, the figure combines homes and businesses.

The five year trend is falling, from 29 burglaries in 2021 to 16 in 2025. Counts this size move around from one year to the next, so the direction matters more than any single year. The 2017 total was 45.

Rolled down, a shutter puts a physical barrier on windows and doors and makes forced entry slower and noisier. Here the same shutter can also play a part in bushfire planning, which is covered further down.

Landgate's history says Perth City Council bought the area to develop as a seaside town, and by 1928 the council had allocated finance to commence work. Houses still dominate: 87.6% of occupied dwellings were separate houses at the 2021 Census, above the Greater Perth figure of 77.8%, and home ownership was 82.3% against 70.4%.

For the house itself, residential roller shutters cover bedrooms, living areas and large glass doors. Townhouses and flats are a small share here (5.3% and 7.1%), but where one is in a strata scheme, get the strata company's written consent for anything visible from outside.

City Beach is in the Town of Cambridge. Under the state rules, shutters on a single house need no development approval when the R-Codes apply, the works meet the deemed-to-comply standards and the place is not heritage protected.

The bushfire mapping adds a step. The Town's exemption policy says development approval may still be required for works on land in a Bushfire Prone Area, as it may on heritage listed land or in a special control area. State rules go further: where a site's bushfire attack level is assessed as BAL-40 or BAL-FZ, development covered by the bushfire provisions needs approval despite any exemption. Places on the Town's Heritage List need planning approval for demolition and most development works, and a building permit is required in most cases even for exempt work.

With an above average share of residents aged 65 or over, the WA Seniors Card Safety and Security Rebate is worth a look. It lists security window screens or window shutters as an eligible item, and members can claim up to $400 per household, once.
