Hilbert burglaries are higher than in 2021
WA Police recorded 26 burglaries in Hilbert in 2025. Measured against the 2021 Census population, that is 6.2 for every 1,000 residents, compared with 4.0 across metropolitan Perth. Police publish one combined figure at suburb level, so homes and businesses are counted together.
Over five years the count rose, from 19 in 2021 to 26 in 2025. The path between those years was uneven: 2024 was the high point at 54, and 2025 came in at roughly half of that. Hilbert's population also grew by an estimated 19.5% between 2021 and 2025, so a rate worked out on 2021 resident numbers overstates the real figure.
A roller shutter does not change those numbers. What it does is put a physical barrier on windows and doors, so getting in through the glass becomes slower and noisier. It works as one layer alongside deadlocks, an alarm and sensor lighting, all of which appear in WA Police burglary advice.

Keeping a Hilbert house looking lived in
Hilbert is a young suburb on the census figures. Only 4.3% of residents were 65 or over in 2021, against 15.8% across Greater Perth, and the median age was 29. Mining employed 6.7% of working residents, level with the Greater Perth figure of 6.6%. The census does not record fly-in fly-out work, so that share is a proxy at best.
When the house will be empty for a week or a work roster, the WA Police holiday advice is to set timers for lights and electronics. Shutters can follow the same idea. The 2021 Census counted 1,380 occupied private dwellings in Hilbert. 99.6% were separate houses and 0.4% semi-detached or townhouses, with no flats recorded, so strata consent rarely comes into it in Hilbert. Home ownership was 84.9%, well above the Greater Perth figure of 70.4%, though only 7.8% of homes were owned outright.
The suburb name is recent. A portion of the area was renamed Hilbert on 1 April 2008, after the Hilbert family, local dairy farmers, and the nearby wetland known as the Hilbert Road Swamp.

Bush fire designation in Hilbert
On the state Map of Bush Fire Prone Areas, in effect from 13 December 2025, 62.9% of Hilbert is designated bush fire prone. Building and Energy's advice for retrofitting existing homes is that windows should be protected with metal screens or bushfire shutters. If your lot has a bushfire attack level assessment, bring it to the measure.
Tonkin Highway and Forrest Road both cross Hilbert and are mapped by the state as strategic freight or major traffic routes. If a bedroom faces either, mention it at the measure.

Do Hilbert homes need approval for shutters?
For most houses, no development approval is needed. The state's deemed planning provisions exempt works to a single house when the R-Codes apply, the works meet the R-Codes deemed-to-comply provisions, and the place is not heritage protected. A place on a local heritage list or inside a heritage area counts as heritage protected, and the City of Armadale Heritage List names no places in Hilbert.
The City's Designing Out Crime policy, PLN 3.14, sets out guidance on security features. It asks that roller shutters, where they are needed, be used as sparingly as possible, be visually permeable and suit the design of the building, and it suggests designing security screens and bars in at the design stage rather than adding them afterwards.
The City of Armadale also runs a Security Incentive Scheme. For 2026/2027 it lists roller shutters at $200, or $250 for Pensioner Concession, Health Care or WA Seniors Card holders.
