Roller shutters Rockingham

The 2025 rate is the place to start. WA Police counted 139 burglaries in Rockingham that year, which is 9.1 per 1,000 residents, more than twice the metropolitan Perth rate of 4.0. Like every suburb figure, the count combines homes and businesses.

The count itself has come down. In 2021 there were 179 burglaries, so 2025 was 22.3% lower over five years. Further back, 2017 recorded 246, and the 2025 figure is 43.5% below that.

So the trend is falling while the rate stays well above the metro figure. A roller shutter is a physical barrier on windows and doors, and when it is down it makes forced entry slower and noisier.

Rockingham's housing is mixed. At the 2021 Census, separate houses made up 65.5% of occupied dwellings, well below the Greater Perth figure of 77.8%. Semi-detached homes and townhouses were 20.1%, and flats or units 14.1%. Home ownership was 59.7%, under Greater Perth's 70.4%.

For separate houses, residential roller shutters on bedrooms and living areas are the usual start. Townhouses and units need one extra step. WA's default strata by-laws require the strata company's written consent before an owner keeps anything visible from outside the lot that is not in keeping with the rest of the building. Landgate also points out that strata approval sits on top of any development or building approvals, so you may need both.

Rockingham has a real business side too, with 20.5% of its land commercial or industrial. Shops, workshops and storage units can use commercial roller shutters, built in the same Wangara factory. The City of Rockingham's development applications page lists a single house, including patio additions, among the applications that do not need development approval on residential zoned land. The state rules behind that set three conditions: the R-Codes apply, the work meets their deemed-to-comply provisions, and the place is not heritage protected.

For a place on the City's Heritage List, Local Planning Policy 3.3.21 applies. It says awnings and other auxiliary structures must not affect how a heritage place presents to the street, while general maintenance and minor like-for-like works can go ahead without development approval. Talk to the City before shutters or blinds go on a listed building.

Strata owners need written consent for visible changes, as above, and the default by-laws also ask for 14 days written notice to the strata company before any alteration to the structure of a lot.
