Read the Balcatta figures with the business land in mind. WA Police recorded 67 burglaries here in 2025, and that count includes businesses as well as homes. Set against the 10,813 residents at the 2021 Census, it comes to 6.2 per 1,000, above the metropolitan rate of 4.0.

The direction over five years is down. Burglaries fell from 114 in 2021 to 67 in 2025, a drop of 41.2%, and the 2017 count was 205. Motor vehicle thefts also came down, from 19 in 2021 to 13 in 2025.

Balcatta's housing is close to an even split. Separate houses were 53.0% of occupied dwellings in 2021, against 77.8% across Greater Perth, while semi-detached, terrace and townhouses were 46.5%. The state planning exemption for alterations or additions is written for a single house. It applies when the R-Codes apply to the works, the works meet the deemed-to-comply provisions, and the house is not heritage protected. Business premises fall outside that exemption, so check with the City of Stirling before ordering shutters for a commercial building.

Townhouses are 46.5% of homes, and where one sits in a strata scheme, the strata company comes first. Its default by-laws require written consent before an owner keeps anything visible from outside the lot that is not in keeping with the rest of the building, and its approval is in addition to any council or building approvals.
