Winthrop break ins well below the metro rate
WA Police recorded 10 burglaries in Winthrop in 2025, down from 34 in 2021 and 77 in 2017. Across the five years from 2021 that is a fall of 70.6%. Set against the 2021 Census population, the 2025 count works out at 1.7 burglaries per 1,000 residents, well under half the metropolitan rate of 4.0. With numbers this low, the honest case for shutters in Winthrop has less to do with the statistics and more to do with how a house gets used. A lowered roller shutter is a physical barrier across the glass. It makes forced entry slower and noisier.

Leaving a Winthrop home empty for a while
The 2021 Census describes an older population. 22.2% of Winthrop residents were 65 or over, compared with 15.8% across Greater Perth, and the median age was 45. Mining accounted for 5.4% of employed residents, a little under the Greater Perth figure of 6.6%. The census does not record fly-in fly-out work, so treat that mining share as a rough proxy at best.

Winthrop was built in one fairly short run. The City of Melville's suburb history records that development occurred from the late 1970s to the mid 1980s, as the pines were gradually removed. At the 2021 Census, 98.8% of occupied dwellings were separate houses and 0.9% were semi-detached or townhouses, with no flats at all. Home ownership stood at 87.6%, well above the Greater Perth figure of 70.4%, and 54.4% of homes were owned outright.
For a freestanding house, residential roller shutters are the obvious place to begin: bedrooms first, then living areas and the wide sliding doors to the back yard. When a Winthrop house needs planning approval
Winthrop sits wholly within the City of Melville. Under the state planning regulations, adding shutters to a single house needs no development approval when three conditions are met: the R-Codes apply to the work, it satisfies their deemed-to-comply provisions, and the house is not heritage protected.
The City's own additional exemptions policy, LPP 1.17, takes the same line for residential work that meets the deemed-to-comply provisions, unless the site is affected by heritage considerations. Properties on Melville's local heritage list need planning approval for all development, so if your home is listed, talk to the City before you order anything.
Seniors Card holders can claim part of the cost. The WA Seniors Card Safety and Security Rebate lists security window screens or window shutters as an eligible item, worth up to $400 per household on a purchase of at least $100, and it can be claimed once. With more than one in five Winthrop residents aged 65 or over, it is worth checking your eligibility before you book a measure.
