Roller shutters and outdoor blinds in Joondalup

Burglaries in Joondalup fell from 77 in 2021 to 40 in 2025, a drop of 48%. Set against the 9,193 residents counted at the 2021 Census, the 2025 figure is 4.3 per 1,000 people, a little above the metropolitan rate of 4.0.

The count did not fall in a straight line. It reached 104 in 2023 before coming down, and the 2025 total is also lower than the 84 recorded in 2017. About 18.4% of the suburb's land is commercial or industrial, and the police publish one burglary total per suburb that takes in homes and businesses alike.

For a homeowner or a shop owner the role of a roller shutter is the same. Lowered over a window, glass door or shopfront, it is a physical barrier, and it makes forced entry slower and noisier. It works best as part of a wider setup with good locks and lighting.

Joondalup's housing is far more mixed than Greater Perth as a whole. In 2021, 56.8% of occupied dwellings were separate houses, 18.9% were semi-detached, terrace or townhouses, and 23.6% were flats or apartments. 57.0% of homes were owned, against 70.4% across Greater Perth.

Two of the City's local planning policies, one for Commercial, Mixed Use and Service Commercial zones and one for the Light Industry zone, say that where window security devices are provided, they must be installed on the inside of a window and be 75% visually permeable. If your premises are on land in one of those zones, check the policy that applies before choosing a commercial shutter.

Strata rules matter with this many townhouses and apartments. Under the default by-laws you need the strata company's written consent for anything visible from outside the lot that is not in keeping with the rest of the building, and you must give it 14 days written notice before altering the structure of the lot. Landgate notes that strata approval is in addition to any development or building approval.

A single house is exempt from development approval only if the R-Codes apply, the work meets the deemed-to-comply provisions, and the place is not heritage protected. Places on the City's Heritage List need approval to alter or develop. With 17.2% of residents aged 65 or over, the WA Seniors Card Safety and Security Rebate is worth checking: it covers security window screens or window shutters, up to $400 per household.
