Heritage approval first in Guildford
The City of Swan puts it plainly: development approval is required before any works can occur in Guildford/Mandoon, because it is a State Heritage Listed Place and Local Heritage Area. It is one of the City's two heritage areas; the other is in Woodbridge.
That matters because the usual state exemption for a single house does not reach heritage protected places. Elsewhere, a house can skip development approval for works like shutters when the R-Codes apply and the works are deemed-to-comply. On a State Register place or inside a heritage area, that exemption falls away. Talk to the City before you order, and bring its answer to the measure.
Two more checks may apply. On bushfire prone land, a site assessed at BAL-40 or BAL-FZ can need development approval despite any exemption. And in a strata scheme, Landgate notes that the strata company's approval is in addition to any development and building approvals.
For the 21.5% of residents aged 65 or over, the WA Seniors Card Safety and Security Rebate lists security window screens or window shutters as eligible items, up to $400 per household.
