Champion Lakes burglary counts and rate

Champion Lakes is a small suburb, and its burglary numbers are small too. WA Police recorded 33 burglaries in 2021 and 18 in 2025, so the count has come down over five years, with 24 in 2024 in between. Across 2021 to 2025 the average was 21.4 a year.

The 2025 rate is 13.3 per 1,000 residents, against 4.0 for metropolitan Perth. It is calculated on only 1,355 residents from the 2021 Census, and the population has grown an estimated 16.4% from then, so the rate overstates. In a suburb this size, a handful of incidents moves it a long way.

Separate houses made up 92.5% of Champion Lakes dwellings at the 2021 Census, against 77.8% across Greater Perth. Semi-detached and townhouse dwellings were 1.0% and flats 0.6%, and home ownership was 71.7%.

Champion Lakes and bushfire shutters

81.4% of Champion Lakes is designated bush fire prone under the state map in effect from 13 December 2025. Bushfire construction rules are generally not retrospective, and a building wholly outside the mapped area does not need to comply. For homes inside it, the Building and Energy retrofit advice is that windows should be protected with metal screens or bushfire shutters.

Ozroll states that its roller shutters have been tested by the CSIRO against BAL-29 and BAL-40, and that each application's details still need checking for compliance. Bring your BAL assessment to the measure if you have one.

Champion Lakes approvals and the security incentive rebate

The state rules come first. Shutters on a single house do not need development approval if the R-Codes apply, the work meets the deemed-to-comply provisions and the house is not heritage protected. Champion Lakes is not one of the localities on the City of Armadale Heritage List. On bush fire prone land, though, a site assessed at BAL-40 or BAL-FZ needs development approval for the kinds of development the bushfire provisions cover, despite any exemption.

The City's Designing Out Crime policy asks that shutters, where they are needed, be used sparingly, stay visually permeable and suit the design of the building. It guides how development applications are assessed rather than ruling shutters out.

For the cost, the City's Security Incentive Scheme 2026 to 2027 includes roller shutters: $200, rising to $250 for holders of a Pensioner Concession, Health Care or WA Seniors Card. With 17.0% of residents aged 65 or over, the state WA Seniors Card Safety and Security Rebate, up to $400 per household for security window screens or window shutters, may also suit.
