Belmont had 64 burglaries in 2025, according to WA Police. Set against the 6,959 people counted at the 2021 Census, that is 9.2 per 1,000 residents, compared with 4.0 for metropolitan Perth as a whole. The suburb figure covers businesses as well as homes, so with so much commercial and industrial land in Belmont it is not a count of houses alone.

The five year direction is down. There were 105 burglaries in 2021 and 64 in 2025, a fall of 39%. The drop from 2024, when 110 were recorded, was sharper again, and back in 2017 the count stood at 195.

What a shutter adds is simple. Rolled down from inside, it is a physical barrier on windows and doors, and it makes forced entry slower and noisier. It works alongside deadlocks, sensor lighting and an alarm rather than in place of them.

Two census figures hint at how often Belmont homes sit empty for days at a time. Mining employs 8.9% of working residents, above the Greater Perth figure of 6.6%. The census does not record fly-in fly-out rosters, so treat mining work as a proxy only. Residents aged 65 and over make up 13.7%, below the Greater Perth share of 15.8%.

Motorised shutters make an absence easier to manage. Belmont homes, units and commercial shutters

Separate houses are 75.4% of Belmont's occupied dwellings, semi-detached homes, terraces and townhouses 18.4%, and flats 6.0%. Landgate's naming history says the land was not developed until 1882, when Shepherd Smith of Sydney purchased it, and that Smith instigated the major subdivision in 1897 and 1898.

For a single house, the state planning rules exempt shutters from development approval only when three things hold: the R-Codes apply, the work meets their deemed-to-comply provisions, and the place is not heritage protected. The City of Belmont adds that a property on its Heritage List needs a development application before any development occurs.

Business premises have their own rules, in a City information sheet and clause 61(1)(r) of Local Planning Scheme No. 15. In the Commercial, Mixed Use, Mixed Business and Town Centre zones, roller shutters and security grills on non-residential buildings need no planning approval if they are at least 50% visually permeable from the public realm, suit the colours and materials already on the lot, and have the shutter box fixed internally. If any of those cannot be met, a planning approval and building permit are needed first. Solid shutters need the shop front open from 7am to 10pm, with timers included in the application, or a decorative graphic on the shutter, and the City does not support shutters that are closed during the day. A building permit may still be required even where planning approval is not.

The City's Home and Business Security Incentive Scheme lists roller shutters among its eligible items: $200 back, or $250 for seniors, within a maximum rebate of $500, or $550 for seniors. It allows one rebate per property each financial year and runs first come, first served while funding lasts. Its terms require roller shutters to be installed by a licensed security installer, with evidence provided on request.
