Roller shutters in Success

Burglary numbers in Success have been little changed across five years: 57 in 2021 and 55 in 2025. In between they dipped to 42 in 2024 before returning to 55. The longer run is well down on 2017, when WA Police recorded 125.

For 2025 that gives a rate of 4.8 per 1,000 residents, a little above the 4.0 rate for metropolitan Perth. Keep population growth in mind when reading it. The rate is calculated on the 11,340 people counted at the 2021 Census, and Success has grown by an estimated 18.9% from 2021 to 2025, so the rate overstates.

Against that backdrop, a roller shutter's role is modest. It adds a physical barrier on windows and doors, which makes forced entry slower and noisier, and it sits alongside locks, lighting and an alarm rather than replacing them.

Success has a noticeable share of apartments: 10.7% of occupied dwellings were flats at the 2021 Census, alongside 9.4% semi-detached or townhouses and 80.0% separate houses. Home ownership was 67.7%.

The default conduct by-laws say an owner must not keep anything visible from outside the lot that is not in keeping with the rest of the building without the strata company's written consent, and Landgate points out that this approval comes on top of any development or building approvals.

Success sits in the City of Cockburn, which has no planning policy aimed at roller shutters. Under the state deemed provisions, alterations to a single house are exempt from development approval only if the R-Codes apply, the work complies with the deemed-to-comply provisions, and the place is not heritage protected.

Heritage protection includes a place on the City's Heritage List. Cockburn's heritage design guidelines require development approval for all development affecting a listed place, and that includes minor works. The City's incidental development policy, for its part, does not cover heritage-protected places and does not list shutters, blinds or awnings.

On rebates, the City of Cockburn's Seniors Security Rebate lists roller shutters at $350 but is closed for the 2026 to 2027 financial year. The WA Seniors Card Safety and Security Rebate still covers window shutters, up to $400 per household.
