Burglaries in Mosman Park have gone up over the last five years. WA Police counted 44 in 2021 and 61 in 2025, a rise of 38.6%. The 2025 rate is 6.7 per 1,000 residents, against 4.0 across metropolitan Perth.

The longer view is calmer. In 2017 the count was 103, so 2025 is still 40.8% below that year. Motor vehicle thefts went the other way to burglary, easing from 14 in 2021 to 9 in 2025.

A shutter is a practical step rather than a cure. It places a physical barrier on windows and doors and makes forced entry slower and noisier. Pair it with the basics in WA Police advice: deadlocks on external doors, key locks on windows and automatic sensor lights.

Mosman Park's 3,520 occupied private dwellings are a real mix. At the 2021 Census, 61.4% were separate houses (Greater Perth: 77.8%), 23.9% were flats or apartments and 14.4% were semi-detached, terrace or townhouses. Home ownership is 63.7%, below the Greater Perth figure of 70.4%.

Houses suit residential roller shutters. Flats and townhouses in a strata scheme are a different job. Under the default strata by-laws, the strata company's written consent is needed before you keep anything visible from outside your lot that is not in keeping with the rest of the building, and an owner must give 14 days' written notice before altering the structure of a lot. Bring the strata company in early.

For a balcony or courtyard, Ziptrak, Slidetrack and cafe blinds give shade and shelter, with manual or motorised operation.

The Town's guidance says that before any works, development (planning) approval and a building permit are required unless the proposal is exempt, and it lists extending or altering an existing building as an example. It does not name shutters or blinds, so check with the Town before you order.

The state exemption for a single house applies when the R-Codes apply, the works are deemed-to-comply and the place is not heritage protected. Places on the Town's Heritage List are heritage protected: any proposed modification needs planning approval, and the Town's heritage policy covers all external works on listed places. Heritage areas have not yet been established in the Town. Its page also notes that a building permit is still required for most residential works, regardless of planning approval.
